South China Sea: offshore exploration and territorial tension

Tensions are rising in the South China Sea as China continues to dispute territorial boundaries with its neighbours. Chris Lo investigates the geopolitical instability surrounding key offshore regions, while tracking the links between territorial claims and the presence of potentially huge oil and gas reserves.

The root of the disagreement lies in a complex web of international maritime law and national territorial claims

For the first time in the Association of Southeast Asian Nations’ (ASEAN) 45-year history, this year’s ASEAN Regional Forum in Cambodia failed to produce a joint communiqué to the world.

Despite a wide range of disputes in the past, this unified statement has always provided a representation of the member countries’ commitment to peace and cooperation, moving towards the potential introduction of a formal economic community in the next few years.

For the first time in nearly half a century, the ASEAN states were unable to reach a consensus on this year’s joint statement. The sticking point is a wide-ranging dispute between a number of south-east Asian nations and close neighbour China on sovereignty over various areas of the South China Sea.

Although the dispute has broad significance concerning the geopolitical stability of the surrounding region, the presence of potentially massive oil and gas reserves in many of the disputed zones means offshore exploration is intimately connected to the wider crisis.

The root of the disagreement lies in a complex web of international maritime law and national territorial claims. China, the region’s undisputed powerhouse, continues to lay claim to more than three-quarters of the South China Sea, demarcated by its so-called ‘nine-dotted line’, which extends from China’s south coast almost to the northern shore of Malaysia.

China’s aggressive claim has provoked outrage from Malaysia, Vietnam, the Philippines and other countries, as it infringes upon their Exclusive Economic Zones (EEZs) as set down by the United Nations Convention on the Law of the Sea (UNCLOS), giving countries the right to exploit marine resources up to 200 nautical miles out from their coastlines. The UNCLOS treaty has been signed and ratified by the European Union and 162 states, including China.

Particular tension has sprung up in three specific areas, over all of which China claims some level of sovereignty. China is disputing sovereignty over the Paracel Islands with Vietnam and Taiwan; the Scarborough Shoal with the Philippines; and parts of the Spratly Islands with Malaysia and the Philippines.

These archipelagos serve little strategic or demographic purpose, but the prospect of exploring potentially oil-rich offshore blocks provides a lucrative economic background to these tensions.
China looms large at ASEAN conference

The South China Sea controversy, and China’s powerful influence over the Asia Pacific region, cast a shadow across ASEAN’s Regional Forum in July.

China’s position at the summit was to keep the territorial disputes out of the discussions, with many diplomats claiming that it applied severe pressure on host nation Cambodia, which is economically reliant on Chinese investment, to keep the South China Sea off the table.

As a result, the Regional Forum was an uncharacteristically tense affair, as suspicions flew back and forth that the issue was being locked out of discussions by Cambodia, with China pulling the strings.

Carlyle Thayer, Australian Defence Force Academy emeritus professor, told Reuters that these suspicions have opened an unprecedented rift in regional relations. “This is the first major breach of the dyke of regional autonomy,” he said. “China has now reached into ASEAN’s inner sanctum and played on intra-ASEAN divisions.”

It certainly makes sense that China favours, as it has stated, internal discussions with ASEAN countries over a multilateral approach that would lean towards the international UNCLOS treaty, which would generally favour the claims of the smaller south-east Asian countries.

As such, the country has been arguing for separate bilateral talks to leverage its influence on the region rather than expanding the argument to a more globally inclusive scale. As the following South China Sea flare-ups show, however, there seems to be little chance of reconciliation at the moment, as all parties argue their case with increasingly aggressive gestures.
Vietnam, China and the contested Block 128

The Paracel Islands fall on the disputed border between Vietnam and China’s EEZs, although China’s nine-dotted line claim extends far beyond them and towards the Vietnamese coastline itself.

The Vietnamese Government has asserted its right to the disputed offshore regions by exploring blocks 127 and 128, in collaboration with Indian national oil and gas corporation ONGC, thus dragging the south Asian country into the politically charged South China Sea contest.

ONGC has since relinquished its rights to Block 127 due to a lack of hydrocarbon discoveries, and was on the brink of doing the same with Block 128 when PetroVietnam offered the company favourable terms (and new exploration data) earlier this month to continue to explore the block.

“They [PetroVietnam] told us to put two more years in the blocks and gave us additional data to improve the prospectivity in the block,” said an anonymous executive of ONGC’s overseas division OVL. “We are studying the data. The decision has been good for us as there is no additional responsibility. The two-year period has started and OVL will continue in the block.”
CNOOC launches competing tender

However, China has been equally assertive in the regions surrounding the Paracels, as its own state-owned oil and gas company China Offshore Oil Corporation (CNOOC) put nine offshore blocks in the region up for global bids.

River basins across the world are rich in oil and gas reserves. The Red River basin in the northern region of Vietnam also has large oil and gas reserves.

The areas offered for bids include Block 128, which OVL is already exploring. This aggressive move has incited widespread protests in Vietnam and puts strong political connotations on the contract tendering process.

CNOOC has stated that the tender is progressing well, with even some US oil companies expressing an interest, although many analysts believe that major corporations are unlikely to commit to the region until the disputes have been resolved and the territorial picture becomes clearer.

“Some of the blocks are known to be in the disputed waters,” IHS energy consultant Huang Xinhua told Reuters. “And since PetroVietnam has told companies not to take part, few would have the appetite for that kind of risk.”

Whether Vietnam’s contract extension with ONGC is based on promising data on Block 128’s oil reserves or simply a holding pattern to reinforce its claim to the area won’t be known until further exploration is conducted. But it’s clear that both countries are refusing to back down, even as the diplomatic standoff becomes more and more tense, with China’s Central Military Commission recently authorising the establishment of a military garrison in Sansha City in the Paracels, which serves as the administrative centre for China’s claims to the South China Sea, including the Spratly Islands and Scarborough Shoal.

Lishui 36-1 is a natural gas field located 150km away from the city of Wenzhou in the East China Sea.

The Spratly Islands, an area of more than 750 reefs, atolls and islands, lies just north of Malaysia and west of the Philippines, which, along with Brunei, Taiwan, Vietnam and Indonesia, have laid claim to parts of the archipelago. The potential hydrocarbon reserves in the region have been estimated at around 225 billion barrels of oil equivalent, including around 900 trillion cubic feet of natural gas, three times the proven natural gas reserves of all the competing countries combined, China included.

With the potential for reserves on that scale, it’s perhaps unsurprising that China, and its ASEAN rivals, are desperate to develop the Spratly offshore region to reduce energy dependence and invest in a sure-fire economic winner. In legal terms, UN-sanctioned international law would once again favour the nearby ASEAN nations to varying degrees, while China is again relying on historical claims and its nine-dotted line.

The most high-profile dispute currently simmering in the Spratlys is between the Philippines and China. The Filipino Government, which counts the US as a strong military ally (joint military exercises involving the two countries were carried out in the South China Sea in April), has pushed its claim to eight islands in the region, as well as the Scarborough Shoal, which the country considers to be essentially part of the same claim.

“Without permission from the Chinese Government, oil exploration activities by any country or any company in waters under China’s jurisdiction are illegal,” said Chinese Foreign Ministry spokesman Liu Weimin.

Filipino Energy Undersecretary James Layug responded: “All reserves in that area belong to the Philippines. We will only offer areas within our exclusive economic zone. These are all beside our existing service contracts so there is no doubt that these areas belong to the Philippines.”

With resources that could ensure energy security and provide a trickle-down economic benefit for decades to come, ASEAN, China and the whole Asia Pacific region seems to be caught in a multipronged Mexican stand-off, with no party willing to stand down and give up their territorial and economic rights.

This could be the most significant test of the ASEAN countries’ resolve and diplomacy since the international organisation was formed in 1967; the negotiations that take place in the months ahead could define the geopolitical and economic outlook for the entire region for years to come.

Exit polls show Enrique Peña Nieto winning Mexico’s presidency | ANA KOURNIKOVA PRESIDENCY

MEXICO CITY — Millions of Mexicans voted Sunday to restore to power the once-authoritarian party they dumped 12 years ago, exit polls showed, while also delivering a harsh rebuke to a government that advanced democratic rule but also saw the country plunge into grisly violence.

Enrique Peña Nieto, the telegenic candidate for the Institutional Revolutionary Party, or PRI, was ahead in Sunday’s vote by as much as 11 percentage points, according to exit surveys conducted by pollsters and Mexican media. His campaign director, Luis Videgaray, claimed victory within minutes of polls closing.

“Enrique Peña Nieto is the next president of Mexico,” Videgaray said.

But Peña Nieto’s nearest competitor, Andres Manuel Lopez Obrador, a former mayor of Mexico City and leader of a coalition of leftist parties, did not concede defeat.

Peña Nieto’s win would return to power the party that ruled virtually unchallenged for seven decades, until defeat in 2000. Lopez Obrador lost the 2006 presidential race to Felipe Calderon by less than 1 percentage point, refused to recognize the results and touched off a wave of protests that paralyzed Mexico City for months. His actions now remain the great unknown of this election.

Josefina Vazquez Mota, candidate for the incumbent National Action Party, or PAN, in office since ousting the PRI in 2000, was by all accounts a distant third. She conceded defeat less than an hour after voting ended.

If the trends hold, Sunday’s vote will prove disastrous for the conservative party that came to office with enormous promise but has left many Mexicans disillusioned with their nation’s democratic transition and a raging drug war.

Calderon is barred by law from running for a second term.

Voting was mostly peaceful Sunday, with numerous complaints of slow-to-open polling stations, long lines and shortages of ballots. The army announced on the eve of the vote that it was redoubling forces in the border city of Nuevo Laredo after suspected drug traffickers detonated a car bomb outside City Hall on Friday.

Tens of thousands of troops are deployed across Mexico to fight powerful drug cartels who supply users in the United States with much of their cocaine, heroin, marijuana and methamphetamine. That fight, launched by Calderon soon after he took office, has claimed more than 50,000 lives in nearly six years.

Mexicans dismayed with the violence, which has also touched off waves of kidnapping and extortion, and dissatisfied with sluggish economic growth seem willing to return to a party that once represented an undemocratic system of coercion and repression, but claims to have reformed.

At the PRI’s headquarters, the victory party was underway moments after the first exit poll results were announced. Scores of employees of Mexico’s state-owned oil company, Pemex, decked out in red T-shirts waved flags with the party logo and chanted, “We are going to win! We are going to win!”

Cesar Santiago, wearing a red hard hat adorned with a PRI sticker, said a Peña Nieto win would bring improvements to the country’s lethargic economy and reduce skyrocketing violence. “It was a failure,” Santiago said of the drug war. “It should have been better planned, with a better strategy.”

Santiago said the PRI had changed since last time it ruled, a reign infamous for corruption and, occasionally, strong-arm tactics to maintain its almost complete dominance over Mexican life. “The PRI-istas who are there now are young. They really want Mexico to improve.”

But a few rows away were signs of the old, coercive PRI. Four young women sat gripping rolled-up PRI flags. They said they were required by bosses at Pemex to attend the PRI party. “If we don’t come, we don’t go back to work,” said one of the women, who declined to give her name to avoid being punished by the company. She said she voted for Lopez Obrador.

“It’s like the ’60s,” she said, referring to coercive PRI tactics of the past. “It hasn’t gone away.”

In Atlacomulco, Peña Nieto’s birthplace outside the capital in the state of Mexico, the mood from early in the day was triumphant. Peña Nieto served as governor of the state, Mexico’s most populous, until last year.

Voters in Atlacomulco, a bastion of PRI sympathy, jostled hoping for a photograph with Peña Nieto, 45. Comments from Mexicans showing up to cast their ballots go a long way in explaining his support.

“The PAN did not know how to govern,” said Ricardo Avila, 45, a cashier at a convenience store, referring to Calderon’s party. “They had their chance and wasted it. Time for the PRI.”

Disappointment with the lack of democratic reforms during the last 12 years of PAN government, plus the violence, has fed opposition to the ruling party. Voters turned in droves to the PRI. The PRI also spent years carefully building up its support at the local level and, in fine Mexican tradition, does not hesitate to pay voters to vote.

“The PRI knows how to deal with the narco,” said Roberto Salcido, owner of a chain of tortilla shops in Atlacomulco. “When they were in power, the country did not suffer because the deal was, ‘You move your drugs but you don’t mess with me.’ It worked. The country was calm.”

“If [making deals with drug traffickers] is what ends the violence and the extortion, then, yes,” Salcido added. “The PRI knows how to make the drug traffickers respect them.”

Peña Nieto, who has pledged to continue fighting drug cartels, arrived to vote accompanied by his new wife, a soap opera star, and children from a previous marriage. A small group of people who said they were university students appeared to protest his probable victory — which they called a “manipulated vote,” in reference to Peña Nieto’s cozy relationship with Mexico’s main television broadcasters.

Four members of the Gonzalez Romo family arrived the minute polls opened, hoping to catch a glimpse of the candidate.

“He seems honest and is very handsome,” Maria Romo said.

Her husband, Armando Gonzalez, bristled at questions about allegations of corruption that dog the PRI.

“Maybe you can accuse him of being a Don Juan, for his conquest of women — we men are like that,” Gonzalez, 61, said. “But not corrupt.”

Neither Peña Nieto nor the other candidates proposed major changes in the drug war and all insisted on continued use of the military and close cooperation with the United States, which has invested millions of dollars in the battle. Peña Nieto said before the vote that if elected he would appoint Colombian super-cop Gen. Oscar Naranjo, a favorite of Washington, as his special advisor in the fight against organized crime.

Peña Nieto has also pledged to open Pemex up to desperately needed foreign investment, something barred by the Mexican Constitution and which his party steadfastly opposed until recently.

Mexicans on Sunday were also electing governors in six states, and the PAN stood to lose there, as well. The PRI dominance extended to the western state of Jalisco, which had been governed by the PAN since 1995; exit polls showed the PAN candidate in third place.

In the sprawling capital, Mexico City, the left retained the mayorship in a landslide. The Democratic Revolution Party’s Miguel Angel Mancera, former attorney general for the city, was elected to replace popular Mayor Marcelo Ebrard, besting his nearest rival by nearly 40 percentage points.

Death of the Birds and the Bees Across America

Birds and bees are something most of us take for granted as part of nature. The expression “teaching about the birds and the bees” to explain the process of human reproduction to young people is not an accidental expression. Bees and birds contribute to the essence of life on our planet. A study by the US Department of Agriculture estimated that “…perhaps one-third of our total diet is dependent, directly or indirectly, upon insect-pollinated plants.”1

The honey bee, Apis mellifera, is the most important pollinator of agricultural crops. Honey bees pollinate over 70 out of 100 crops that in turn provide 90% of the world’s food. They pollinate most fruits and vegetables–including apples, oranges, strawberries, onions and carrots.2 But while managed honey bee populations have increased over the last 50 years, bee colony populations have decreased significantly in many European and North American nations. Simultaneously, crops that are dependent on insects for pollination have increased. The phenomenon has received the curious designation of Colony Collapse Disorder (CCD), implying it could be caused by any number of factors. Serious recent scientific studies however point to a major cause: use of new highly toxic systemic pesticides in agriculture since about 2004.

If governments in the EU, USA and other countries fail to impose a total ban on certain chemical insecticides, not only could bees become a thing of the past. The human species could face staggering new challenges merely to survive. The immediate threat comes from the widespread proliferation of commercial insecticides containing the highly-toxic chemical with the improbable name, neonicotinoids. Neonicotinoids are a group of insecticides chemically similar to nicotine. They act on the central nervous system of insects. But also on bees and small song birds. Recent evidence suggests they could also affect human brain development in newborn.

Some five to six years back, reports began to circulate from around the world, especially out of the United States, and then increasingly from around the EU, especially in the UK, that entire bee colonies were disappearing. Since 2004 over a million beehives have died across the United States and beekeepers in 25 states report what is called Colony Collapse Disorder. In winter of 2009 an estimated one fifth of bee hives in the UK were lost, double the natural rate.3 Government authorities claimed it was a mystery.

And in the USA a fact sheet from the Environmenrtal Protection Agency (EPA) on Bayer AG’s Clothianidin, a widely used neonicotinoid, warned:

“Available data indicate that clothianidin on corn and canola should result in minimal acute toxic risk to birds. However, assessments show that exposure to treated seeds through ingestion may result in chronic toxic risk to non-endangered and endangered small birds (e.g., songbirds) and acute/chronic toxicity risk to non-endangered and endangered mammals.”4

Alarming UK results

A private UK research organization, Buglife and the Soil Association, undertook tests to try to determine cause of the bee death. They found that the decline was caused in part by a group of pesticides called neonicotinoids.5 Neonicotinoids are “systemic” chemicals that kill insects by getting into the cell of the plant. In Britain it’s widely used for crops like oilseed rape and for production of potted plants.

The neonicotinoids are found in the UK in products including Chinook, used on oilseed rape and Bayer UK 720, used in the production of potted plants which then ends up in gardens and homes around the country. The new study examined in detail the most comprehensive array of peer-reviewed research into possible long-term effects of neonicotinoid use. Their conclusion was that neonicotinoid pesticides damage the health and life cycle of bees over the long term by affecting the nervous system. The report noted, “Neonicotinoids may be a significant factor contributing to current bee declines and could also contribute to declines in other non-target invertebrate species.”6 The organization called for a total ban on pesticides containing any neonicotinoids.

The president of the UK Soil Association, Peter Melchett, told the press that pesticides were causing a continued decline in pollinating insects, risking a multimillion pound farming industry. “The UK is notorious for taking the most relaxed approach to pesticide safety in the EU; Buglife’s report shows that this puts at risk pollination services vital for UK agriculture,” he said. 7

Indeed in March 2012 Sir Robert Watson, Chief Scientist at the British Government’s Department of Environment announced that his government was reconsidering its allowance of neonicotinoid use in the UK. Watson told a British newspaper, “We will absolutely look at the University of Stirling work, the French work, and the American work that came out a couple of months ago. We must look at this in real detail to see whether or not the current British position is correct or is incorrect. I want this all reassessed, very, very carefully.”8 To date no policy change has ensued however. Given the seriousness of the scientific studies and of the claims of danger, a prudent policy would have been to provisionally suspend further uise of neonicotinoids pending further research. No such luck.

EPA Corruption

In the United States the government agency responsible for approving or banning chemicals deemed dangerous to the environment is the Environmental Protection Agency (EPA). In 2003, over the clear warnings of its own scientists, the EPA licensed a neonicotinoid called Clothianidin, patented by the German Bayer AG together with a Japanese company, Takeda. It is sold under the brand name Poncho. It was immediately used on over 88 million acres of US corn in the 2004 crop and since that time, the shocking death of more than one million beehives across the corn prairies of the Midwest has been reported. 9

The political appointees at EPA at the time allowed Bayer to receive a license for Poncho despite the official judgment of EPA scientists that Clothianidin was “highly toxic to bees by contact and oral exposure” and that is was “highly mobile in soil and groundwater – very likely to migrate into streams, ponds and other fields, where it would be absorbed by wildflowers” – and go on to kill more bees and non-target insects like butterflies and bumblebees. The warning, from a leaked EPA memo dated September 28, 2005 summarizes the Environmental Fate and Effects Division’s Environmental Risk Assessment for Clothianidin, which it said “will remain toxic to bees for days after a spray application. In honey bees, the effects of this toxic exposure may include lethal and/or sub-lethal effects in the larvae and reproductive effects to the queen.”10

The EPA scientists judged it to be many times more toxic than Bayer’s other nicotinoid, Imidacloprid, sold under the brand name Gaucho, which itself is “7,000 times more toxic to bees than DDT.”11 DDT was banned in the USA in 1972 after numerous studies proved its toxic effects on both animals and humans.

Then in January of this year another US Government agency, the US Department of Agriculture, published a significant new report from scientists under the direction of Jeffrey Pettis of the USDA Bee Research Laboratory. The study, published in the German scientific journal, Naturwissenschaften, was explosive.

The Pettis study concluded after careful control experiments with bees exposed and not exposed to neonicotinoids clearly demonstrated that there was “an interaction between sub-lethal exposure to imidacloprid (Bayer’s Gaucho—w.e.) at the colony level and the spore production in individual bees of honey bee gut parasite Nosema.” Moreover, the study went on, “Our results suggest that the current methods used to evaluate the potential negative effect of pesticides are inadequate. This is not the first study to note a complex and unexpected interaction between low pesticide exposure and pathogen loads…We suggest new pesticide testing standards be devised that incorporate increased pathogen susceptibility into the test protocols. Lastly, we believe that subtle interactions between pesticides and pathogens, such as demonstrated here, could be a major contributor to increased mortality of honey bee colonies worldwide.”12

Renowned Dutch toxicologist, Dr. Henk Tennekes reported that, unlike claims from Bayer and other neonicotinoid manufacturers, bees living near maize fields sprayed with the toxic pesticides are exposed to the neonicotinoids throughout the entire growing season, and the toxin is cumulative. Tennekes noted, “Bees are exposed to these compounds and several other agricultural pesticides in several ways throughout the foraging period. During spring, extremely high levels of clothianidin and thiamethoxam were found in planter exhaust material produced during the planting of treated maize seed. We also found neonicotinoids in the soil of each field we sampled, including unplanted fields.” 13

Effect on Human Brain?

But most alarming of all is the evidence that exposure to neonicotinides hahs horrific possible effects on humans as well as on birds and bees.

Professor Henk Tennekes describes the effects:

“Today the major illnesses confronting children in the United States include a number of psychosocial and behavioral conditions. Neurodevelopmental disorders, including learning disabilities, dyslexia, mental retardation, attention deficit disorder, and autism – occurrence is more prevalent than previously thought, affecting 5 percent to 10 percent of the 4 million children born in the United States annually. Beyond childhood, incidence rates of chronic neurodegenerative diseases of adult life such as Parkinson’s disease and dementia have increased markedly. These trends raise the possibility that exposures in early life act as triggers of later illness, perhaps by reducing the numbers of cells in essential regions of the brain to below the level needed to maintain function in the face of advancing age. Prenatal and childhood exposures to pesticides have emerged as a significant risk factor explaining impacts on brain structure and health that can increase the risk of neurological disease later in life.”14

There is also growing evidence suggesting persistent exposure to plants sprayed with neonicotinoids could be responsible for damage to the human brain, including the recent sharp rise in incidents of autism in children.

Tennekes, referring to recent studies of the effects of various exposures of neonicotinoids to rats, noted,

“Accumulating evidence suggests that chronic exposure to nicotine causes many adverse effects on the normal development of a child. Perinatal exposure to nicotine is a known risk factor for sudden infant death syndrome, low-birth-weight infants, and attention deficit/hyperactivity disorder. Therefore, the neonicotinoids may adversely affect human health, especially the developing brain.”15

Referring to studies recently published in the magazine, Science, Brian Moench noted:

The brain of insects is the intended target of these insecticides. They disrupt the bees homing behavior and their ability to return to the hive, kind of like “bee autism.” But insects are different than humans, right? Human and insect nerve cells share the same basic biologic infrastructure. Chemicals that interrupt electrical impulses in insect nerves will do the same to humans. But humans are much bigger than insects and the doses to humans are miniscule, right?

During critical first trimester development a human is no bigger than an insect so there is every reason to believe that pesticides could wreak havoc with the developing brain of a human embryo. But human embryos aren’t out in corn fields being sprayed with insecticides, are they? A recent study showed that every human tested had the world’s best-selling pesticide, Roundup, detectable in their urine at concentrations between five and twenty times the level considered safe for drinking water.16

The most alarming part of the neonicotinoid story is that governments and the EU to date are content to take little or no precautionary steps to stop even suspected contamination from neonicotinoids pending through long-term tests that would determine finally if they are as dangerous as considerable and growing scientific evidence says.

Bayer AG and neonicotinoids

In early 2011 the UN Environment Programme (UNEP) published a report on bee mortalities around the world. Bayer neonicotinoids, Poncho and Gaucho, are listed there as a threat to numerous animals.

According to the UN report, “Systemic insecticides such as those used as seed coatings, which migrate from the roots through the entire plant, all the way to the flowers, can potentially cause toxic chronic exposure to non-target pollinators. Various studies revealed the high toxicity of chemicals such as Imidacloprid, Clothianidin, Thiamethoxam and associated ingredients for animals such as cats, fish, rats, rabbits, birds and earthworms. Laboratory studies have shown that such chemicals can cause losses of sense of direction, impair memory and brain metabolism, and cause mortality.” 17

Yet Bayer AG shows no signs of voluntarily stopping production and distribution of its toxic neonicotinoids.

The German pharmaceutical giant counts among its historic achievements one it prefers today to forget– the first synthesis of something it marketed as cough medicine in 1898 under the trade name, Heroin, taken from the “heroic” feeling it gave to Bayer workers on whom it was tested. 18 According to the German citizen watchdog group, Coalition against BAYER Dangers, Gaucho and Poncho have been among BAYER’s top-selling pesticides: “In 2010, Gaucho sales were valued at US$ 820 million while Poncho sales were valued at US$ 260 million. Gaucho ranked first among BAYER’s best-selling pesticide, while Poncho ranked seventh. It is striking that in the 2011 Annual Report no sales figures for Gaucho and Poncho are shown.”19

Ban in many EU Countries

Unlike the United States, several EU countries have banned use of neonicotinoids, refusing to accept test and safety reports from the chemical manufacturers as adequate. One case in point was in Germany where the Julius Kühn-Institut – Bundesforschungsinstitut für Kulturpflanzen (JKI) in Quedlinburg a state-run crop research institute, collected samples of dead honeybees and determined that clothianidin caused the deaths.

Bayer CropScience blamed defective seed corn batches. The company gave an unconvincing counter claim that the coating came off as the seeds were sown, which allowed unusually high amounts of toxic dust to spread to adjacent areas where bees collected pollen and nectar. The attorney for a coalition of groups filing the suit, Harro Schultze stated, “We’re suspecting that Bayer submitted flawed studies to play down the risks of pesticide residues in treated plants. Bayer’s … management has to be called to account, since the risks … have now been known for more than 10 years.”20

Significantly, in Bayer’s home country, Germany, the German government has banned Bayer’s neonicotinoids since 2009. France and Italy have imposed similar bans. In Italy, the government found that with the ban, bee populations returned in number, leading to an upholding of the ban despite strong chemical industry pressure.21

Despite the alarming evidence of links between neonicotinoids and bee colony collapse disorder, as well as possible impacts on human foetal cells and brains, the reaction so far in the European Union Commission has been scandalously slow. Brussels has been so weak in responding that the Office of EU Ombudsman has initiated an investigation into why. European Union Ombudsman Nikiforos Diamandou said he had opened an investigation after a complaint from the Austrian Ombudsman Board, who said the European Commission had failed to take account of the new evidence on the role of neonicotinoids in bee mortality. “In its view, the Commission should take new scientific evidence into account and take appropriate measures, such as reviewing the authorisation of relevant substances,” said a statement from the EU Ombudsman’s office.

The ombudsman has asked the Commission to submit an opinion in the investigation by June 30, after which it will issue a report. Recommendations by the ombudsman are non-binding. The Commission in response has said it has asked the European Food Safety Agency (EFSA) to carry out a full review of all neonicotinoid insecticides by April 30 and that it would take appropriate measures based on the findings.22

Giving EFSA final say on food safety for Europe’s consumers and insects is tantamount to asking the foxes to guard the hen house today. EFSA is heavily influenced by members with conflicts of interest and dubious ties to the same agribusiness interests represented by Bayer AG and other agriculture chemical multinationals.23

Bayer is one of six global companies tied to development of patented GMO seeds and related chemicals, controlling inputs into the entire food chain. As a tightly inter-linked group, Monsanto, Dow, BASF, Bayer, Syngenta and DuPont control the global seed, pesticide and agricultural biotechnology markets. This concentration of power over world agriculture is unprecedented. As one observer noted, it enables them to “control the agricultural research agenda; dictate trade agreements and agricultural policies; position their technologies as the ‘science-based’ solution to increase crop yields, feed the hungry and save the planet; escape democratic and regulatory controls; subvert competitive markets.” 24

Dutch toxicologist Tennekes and Alex Lu, associate professor of environmental exposure biology at Harvard’s Department of Environmental Health are among a growing number of scientists around the world calling for an immediate and global ban on the use of the new neonicotinoid pesticides.25 Professor Lu calls for a very simple test: “I would suggest removing all neonicotinoids from use globally for a period of five to six years. If the bee population is going back up during the after the ban, I think we will have the answer.” That should be more than food for thought in Washington, Brussels and elsewhere.

Pentagon establishes Defense Clandestine Service, new espionage unit for Africa

The Pentagon is planning to ramp up its spying operations against high-priority targets such as Iran under an intelligence reorganization aimed at expanding on the military’s espionage efforts beyond war zones, a senior defense official said Monday.

The newly created Defense Clandestine Service would work closely with the CIA — pairing two organizations that have often seen each other as rivals — in an effort to bolster espionage operations overseas at a time when the missions of the agency and the military increasingly converge.

The plan, the official said, was developed in response to a classified study completed last year by the director of national intelligence that concluded that the military’s espionage efforts needed to be more focused on major targets beyond the tactical considerations of Iraq and Afghanistan.

The new service will seek to “make sure officers are in the right locations to pursue those requirements,” said the official, who spoke on the condition of anonymity to describe the “realignment” of the military’s classified human espionage efforts.

The official declined to provide details on where such shifts might occur, but the nation’s most pressing intelligence priorities in recent years have included counterterrorism, nonproliferation and ascendant powers such as China.

Creation of the new service also coincides with the appointment of a number of senior officials at the Pentagon who have extensive backgrounds in intelligence and firm opinions on where the military’s spying programs — often seen as lackluster by CIA insiders — have gone wrong.

Defense Secretary Leon E. Panetta, who signed off on the newly created service last week, served as CIA director at a time when the agency relied extensively on military hardware, including armed drones, in its fight against al-Qaeda.

Michael Vickers, the undersecretary of defense for intelligence and the main force behind the changes, is best known as one of the architects of the CIA’s program to arm Islamist militants to oust the Soviets from Afghanistan in the 1980s. He is also a former member of U.S. Special Operations forces.

The realignment is expected to affect several hundred military operatives who already work in spying assignments abroad, mostly as case officers for the Defense Intelligence Agency (DIA), which serves as the Pentagon’s main source of human intelligence and analysis.

The official said the new service is expected to grow “from several hundred to several more hundred” operatives in the coming years. Despite the potentially provocative name for the new service, the official played down concerns that the Pentagon was seeking to usurp the role of the CIA or its National Clandestine Service.

This “does not involve new manpower . . . does not involve new authorities,” the official said. Instead, the official said, the DIA is shifting its emphasis “as we look to come out of war zones and anticipate the requirements over the next several years.”

Congressional officials said they were seeking more details about the plan.

“My question is, why? What’s missing and what’s going on?” said a senior Senate aide who had been given a preliminary briefing on the new service.

In some respects, the broad outlines of the plan are reminiscent of Pentagon efforts under Defense Secretary Donald H. Rumsfeld to move the military into areas of intelligence that had long been the domain of the CIA.

But a second congressional official, who also was not authorized to discuss the program publicly, said the coordination behind the new plan, in which the DIA’s program will be more closely modeled on its CIA counterpart, has eased some of those long-standing concerns.

“If this were an attempt of the type we saw during the Rumsfeld years to consolidate human intelligence to have a better bulwark against what the CIA is doing, that would be a concern,” the second congressional official said. “But I don’t think that’s what’s going on.”

The plan was unveiled about a week after a senior U.S. Army officer with extensive experience in Special Operations and counterinsurgency fighting in Iraq and Afghanistan was nominated to serve as the next chief of the DIA.

While serving in Afghanistan, Lt. Gen. Michael T. Flynn published a harsh critique of intelligence operations in that country, criticizing collectors as being too focused on tactical threats and failing to understand the broader demographic and political context of the battlefield.

About 15 percent of the DIA’s case officers will be part of the Defense Clandestine Service, the defense official said. New, more clearly delineated career paths will give DIA case officers better opportunities to continue their espionage assignments abroad, he said.

The new service fits into a broader convergence trend. U.S. Special Operations forces are increasingly engaged in intelligence collection overseas and have collaborated with the CIA on missions including the raid on Osama bin Laden’s compound in Pakistan and ongoing drone strikes in Yemen.

The blurring is also evident in the organizations’ upper ranks. Panetta previously served as CIA director, and that post is currently held by retired four-star Army Gen. David H. Petraeus.

Forced Dreams (Mining for Information)

“Thought reading”, i.e. “MINING” someone’s brain for information from a distance is SPECULATIVE. We targeted individuals have no way to verify that is happening, however, we do know that we are “fed” hypnotic signals to force consistent “neutral” content DREAMS(but of different character than prior to becoming test subjects,).

These forced, neutral content (“bland” content) dreams occur every single night and may represent the harassers’ (or experimenters’) efforts to have our experiences portray themselves in such dreams, in effect, MINING our experiences. Again, this is SPECULATION, but it seems very logical. It is therefore extremely likely that these forced dreams can be displayed on the experimenters’ screens in an adjacent apartment or adjacent house, (which are
made obvious to the involuntary experimentee.)

Finally, among the 300 known neuro-electromagnetic experimentees, we often have strangers either tell us what we are thinking, say they can pick up our broadcast thoughts, or tell us about events inside our homes at times when they could not have seen from the outside.

Some of the ” forced dreams” are pretty much surreal and disconnected from normal dreams pattern.

This is the basic idea for the movie INCEPTION.

brainwashing & mind control techniques

The term “brainwashing” came into common language through the work of American journalist Edward Hunter who was an expert of Oriental issues; the very word being the direct translation of Chinese “hsi-nao”. By “hsi-nao” the Chinese meant certain techniques in dealing with adversaries and/or training of officials. To the Western usage the term “brainwashing” spread in the 1950s through several publications depicting the treatment of American soldiers at Chinese prison camp during the Korean War 1950-1953.

Below is a list of the usual brainwashing/mind control techniques used in schools, hospitals, army, religious cults, totalitarian states; with political prisoners and dissidents, mentally insane, some versions of psychoterapy, etc., etc. “Indoctrination” is a more slight and more subliminal form of brainwashing (e.g. commercials). However, these concepts are nothing short of controversial and open to various interpretations, which should be kept in mind while perusing the Web sources below.

Judging by the extremely diverse material on the subject found from the Net, the funny thing about the term “brainwashing” itself is that it can be handily appropriated by just anyone — whether they were right-wing or left-wing, religious people or anti-cultists — to support their claims of their opponents (supposedly using these “brainwashing” techniques) being miserable, no-good wretches (see: propaganda). I became not a little bit cynical after wallowing through tons of Web pages by religious bigots, downright wackos (most usual was the claim of government having secret mind control experiments with microwaves) and so-called (American right-wing fascist/racist) patriots, but tried to put here those that I found useful or at least interesting myself. (In other words, after browsing an otherwise decent and respectable-looking page for a while you might start smelling a rat.) I can’t guarantee the information found from some of these pages is totally unprejudiced or scientifically verifiable under skeptical observation. So, it’s up to you to decide whether to believe them or not.

1) HYPNOSIS – Inducing a high state of suggestibility, often thinly disguised as relaxation or meditation.

a. Repetitive Music (most likely with a beat close to the human heart 45 to 72 beats per minute). Most likely used during “study sessions” as the teacher will say the music helps you relax and concentrate better!

b. Voice Roll — A “voice roll” is a patterned, paced style used by hypnotists when inducing a trance. It is also used by many lawyers, several of whom are highly trained hypnotists, when they desire to entrench a point firmly in the minds of the jurors. A voice roll can sound as if the speaker were talking to the beat of a metronome or it may sound as though he were emphasizing every word in a monotonous, patterned style. The words will usually be delivered at the rate of 45 to 60 beats per minute, maximizing the hypnotic effect.

c. Room “Feel” – The way a room feels is essential to hypnotizing unknowing subjects. It needs special lighting, florescent lights are best because they aren’t too dim, but aren’t too harsh. Also, Room Temp helps a bit, usually a little cooler than normal room temperature. You need to have the unknowing subjects very relaxed, perhaps even close to falling asleep.

2) PEER GROUP PRESSURE – Suppressing doubt and resistance to new ideas by exploiting the need to belong.

3) “LOVE BOMBING” – Creating a sense of family through physical touch, thought & feeling sharing and emotional bonding.

4) REJECTION OF OLD VALUES – Accelerating acceptance of new lifestyle by constantly denouncing former beliefs and values.

5) CONFUSING DOCTRINE – Encouraging blind acceptance and rejection of logic through complex lectures on an incomprehensible doctrine.

6) METACOMMUNICATION – Implanting subliminal messages by stressing certain key words or phrases in long, confusing lectures.

7) REMOVAL OF PRIVACY – Achieving loss of ability to evaluate logically by preventing private contemplation.

8) DISINHIBITION – Encouraging child-like obedience by orchestrating child-like behaviour

9) UNCOMPROMISING RULES – Inducing regression and disorientation by soliciting agreement to seemingly simple rules which regulate mealtimes, bathroom breaks and use of medications.

10) VERBAL ABUSE – Desensitizing through bombardment with foul and abusive language. (Physical abuse, such as torture, is the more extreme form of this.)

11) SLEEP DEPRIVATION AND FATIGUE – Creating disorientation and vulnerability by prolonging mental an physical activity and withholding adequate rest and sleep.

12) DRESS CODES – Removing individuality by demanding conformity to the group dress code.

13) CHANTING OR SINGING – Eliminating non-cult ideas through group repetition of mind-narrowing chants or phrases.

14) CONFESSION – Encouraging the destruction of individual ego through confession of personal weaknesses and innermost feelings of doubt.

15) FINANCIAL COMMITMENT – Achieving increased dependence on the group by ‘burning bridges’ to the past, through the donation of assets.

16) FINGER POINTING – Creating a false sense of righteousness by pointing to the shortcomings of the outside world.

17) ISOLATION – Inducing loss of reality by physical separation from family, friends, society and rational references.

18) CONTROLLED APPROVAL – Maintaining vulnerability and confusion by alternately rewarding and punishing similar actions.

19) CHANGE OF DIET – Creating disorientation and increased susceptibility to emotional arousal by depriving the nervous system of necessary nutrients through the use of special diets and/or fasting. Also applying drugs for these purposes fall in this category.

20) GAMES – Inducing dependence on the group by introducing games with obscure rules.

21) NO QUESTIONS – Accomplishing automatic acceptance of beliefs by discouraging questions.

22) GUILT – Reinforcing the need for ‘salvation’ by exaggerating the sins of the former lifestyles.

23) FEAR – Maintaining loyalty and obedience to the group by threatening soul, life or limb for the slightest ‘negative’ thought, word or deed.

Three Principles of Re-Education

1) REPETITION – Going through the same subject over and over again until it is known by heart.

2) ACTIVITY PEDAGOGICS – The subjects are never left alone nor give any private time of their own, they are always in activity.

3) CRITICISM AND SELF-CRITICISM – The subjects are supposed to feel uncertain; under the constant threat of being humiliated and despised.

In the Korean War the “criticism and self-criticism” sessions held for the American prisoners of war by the Chinese clearly had deeper effects than the POWs could initially comprehend, and when they found out, it was too late. In the beginning many prisoners found this whole procedure just childish, and were inclined to take it merely as something of a joke, but without them being able to realize it, the situation of being subjected constantly to the criticism of one’s comrades became humiliating.

That a grown-up person should publicly discuss one’s habits or inclinations — some of them of very private nature — confess one’s faults, receive strong criticism for insignificant misdemeanours, will not be indeed in the course of time anything to be considered childish or playful: it simply will be experienced as insulting. This continuing feeling of humiliation became crucial in the gradual psychological break-up of the prisoners’ personalities. Furthermore, this ongoing process of “criticism and self-criticism” was bound to cause mistrust for one’s own comrades: it was the tactics of “divide and conquer” as the ancient Romans would have called it. (“Criticism and self-criticism” were also widely applied during China’s “Cultural Revolution” starting in 1966, as a method of “re-education”.)

Sleep Deprivation and Mind Control

Alexander Golbin, M.D.Since the dawn of civilization, deprivation of sleep has been known to be one of the strongest factors affecting the health of the body and mind. Sleep deprivation was used for mind control of single individuals, groups of people or even societies for good or bad reasons.

Since the Old Testament (Book II), nocturnal activities were described in full detail to achieve religious ecstasy. Anthropological science, called Agyography, discovered that people imitated behavior of biblical personalities. Jesus Christ did not sleep for 40 days and Christianity is especially known for nocturnal, sleepless rituals. St. Symeon created a pillar so small in diameter that he could only stand on it. He spent all night on his feet praying, describing the ecstasy of talking to God. Religious persons of all cultures are known to not sleep for weeks during prayer to achieve trances, joy and peace.

The history of art and science contain many stories of creativity during sleepless nights. The Mona Lisa was created during a sleepless night of Leonardo Da Vinci. Van Gogh and Michelangelo, Alexander Dumas, Prokofeiv and Mendeleev made their creations during the night, often at manic paces.

Sleepless nights were also used for nefarious purposes. Sleep deprivation is an essential component of many brainwashing groups. From David Koresh to Adolf Hitler, long nocturnal rituals were the main techniques for mind control. It is not accidental that Adolf Hitler and Joseph Stalin worked mainly at night and had their most important meetings predominantly during the late-night hours. These times were considered optimal for compliance with some very unscrupulous ideas.

Only in recent years have sleep research uncovered the secrets of what actually happens during sleep loss. The temperature of the body and the heart rate increase giving feelings of something boiling inside the body. The senses become sharp and the person sees illusions and hallucinations. The mood is elevated and overly
optimistic. The thinking becomes focused and grandiose. The sense of time and self-changes and this is a time of unusual ideas, revelations and profound emotional turbulence.

The positive or negative effect of those profound changes depends on the attitude toward loss of sleep. If the person is highly motivated to finish a project, work, or meet an important person, sleep loss would lead to an excited mood, increased energy, problem-solving thinking and goal-oriented behavior. If you are not motivated or are indifferent toward upcoming sleepless nights, sleep deprivation will cause fatigue, tachycardia (faster heart rate), irritability, loss of sense of humor, mechanical behavior, and an indifferent attitude.

When a person has a highly negative attitude toward sleepless nights (like during sickness) the body will feel feverish, the mood becomes irritable, angry and depressed. Thoughts become disassociated, behavior becomes aggressive, and the tendency to use calming or stimulating drugs increases.

Here are a few tips to help us buffer negative effects and increase positive results from sleep deprivation:

-If you predict a sleepless night, set your mind on a positive attitude. Think of sleep loss as training for resilience. Make plans on what to do during this time.

-If you already have sleepless nights, don’t feel sorry for yourself. Temporary insomnia usually doesn’t cause serious trouble. The first half of the next day you might have more energy and slow down by evening. Plan accordingly. Don’t let yourself be too irritable.

-If you have chronic medical problems, temporary loss of sleep, especially in the morning, might initiate critical changes for recovery. Set your mind on healing.

-Remember that after the night a new day will come, the sun will rise as well as new opportunities in life. Sleepless nights might be a blessing.

Dear Sir:

I am currently involved in a crisis of a bizarre nature which I’m sure will be of utmost interest, providing you can find credence in what I relate and not summarily dismiss me as being a fantasy-stricken space case.

I’m being subjected to some type of remote control electronic brain punishment, in severity nothing less than outright torture, and the technology being utilized to execute this questionable action is not only highly specialized and sophisticated, but causes me to wonder whether knowledgeable authorities are even aware that a device of this nature exists. The credentials I can offer as to the veracity of these allegations are slim and none. I’m standing in a bad light to begin with, as I am a 38 year old inmate serving a 1 to 15 year sentence for 2nd degree burglary at the Utah State Prison, and the information contained within is in regard to my substantial problems with prison officials who would gladly have it believed that my word merits no credibility whatsoever. They have, in fact, gone to extreme lengths to insure that such is the case, and you will presently understand why. I have never been afflicted with psychological disorders of any kind, and am not given to fabricating stories with which to bother busy people or cause unnecessary commotion. I’m a convicted thief, not a liar.

It is a difficult story to tell–and though a bit long winded as presented, I feel it important to explain these events in their entirety so as to give the reader a proper picture. Although not well educated, I am reasonably intelligent and able to recount the sequences and details to incidents with a great deal of accuracy, and I swear to you that what is written on these pages is unembellished and 100% true. I ask you to please read and evaluate my letter and hope you will see fit to assist me with any pertinent information you might possess. Should it prove to be that you cannot offer an explanation as to what is happening here, then I’m afraid there is much more amiss than what I had suspected and would make my position appear most precarious.

Eleven months ago I unfortunately ran afoul of prison officials as a result of a minor altercation with other inmates and what was then deemed to be a poor attitude on my part. It has since been a battle of wills, and what they have done to me for my failure kow tow to them is incomprehensible. The hostilities commenced with guards being ordered to launch an intensive campaign of harassments against me. Day after day they tampered with my food, smashing and removing items from my tray, and threatened to poison me with carcinogens and diseases. My mail received similar treatment, I was constantly verbally badgered as well as physically assaulted, and was told my parents would be murdered should I fail to maintain silence. These methods were employed to provoke me into losing my temper and acting out, giving them sufficient cause to impose disciplinary measures and isolate me in the maximum security unit where I could be dealt with without their having to be concerned about witnesses. I have since discovered that these set-up tactics are standard operating procedure at this prison, and believe me, no one could undergo the systematic and intense harassment routine I was subjected to and not lose their temper.

Once isolated, some extremely peculiar things began to occur. I became disoriented to the extent that my cell and surrounding area would take on a surrealistic appearance as though I were under the influence of a hallucinogenic drug, and I was plagued by severe headaches and insomnia for weeks at a time. I had absolutely no inkling of what was happening, and after a couple months of having some fantastically cruel games played with my mind ultimately reducing me to a state of anxiety, the psychiatric squad was called in to play their roles in this colossal “set up” and I was declared to be suffering from a mental illness after undergoing a farcical and cursory interview in duration of no more than 15 minutes. Delusional persecution and paranoia was, I believe, how they so conveniently labeled me. It was obviously a deliberate and prearranged plan, and throughout these actions the staff would make malicious comments as to, “How are you enjoying your headaches?” Need some aspirin?” and “Are you sleeping well, Mr. Fratus?” The use of this fraudulent and adverse psychiatric classification was just one more nail in my coffin, and intended as a means to cast suspicion on my credibility, as well as further enable them to keep me isolated. Now that the frame-up prerequisites were satisfactorily out of the way, they were able to proceed with their campaign of mental terrorism.

I began to receive, or hear, high frequency tones in my ears. Like the test pattern on a TV set. The volume or intensity of these frequencies is adjustable and some are so high and piercing that they’ve literally had me climbing the walls. When I plug my ears with cotton or fingertips, the tones are still inside and become amplified. It’s as if they had become electrified echo chambers with the sounds coming from the inside out. When I complained or acted out, I was beaten and thrown into a strip cell with no clothes, mattress, toilet paper or drinking water. Nothing–and the intensity of these frequency transmissions would be crescendoed to maddening levels. Much mental distress! This is still being done to me three shifts, 24 hours a day, and the combination of these demoralizing mental torments and sleep deprivation for weeks on end has exacted a heavy toll on me.

I began to write letters of complaint and question to various medical and legal associations after the first four months. It proved futile to complain to prison and state officials, as they are aware of, and sanctioning this treatment, and did nothing but use my complaints as a vehicle to further ridicule and aggravate me. It required upwards of 50 letters before I finally acquired information which gave me a clue as to just what kind of a predicament I was in. Most people, it seems, are understandably reluctant to offer assistance to a convicted person no matter how serious the situation, and the majority of my letters went unanswered. No telling if these letters were actually mailed, however, as prison officials are notorious for misplacing inmate mail, and these people are definitely trying to hinder my quest for information and support in this matter. I subscribe to “U.S. News and World Report” which recently printed an article concerning the workings of the human mind. I did not receive this particular issue and became suspicious after hearing guards make comments like, “I’ll be damned if I’ll give it to him,” so I had my father, who resides in New Hampshire, mail me the article which contained the names of several brain research scientists and their respective universities. The administration obviously doesn’t want me advising research people of my situation here–and so that is just what I intend to do. Getting back to the letters I had written requesting information, I was fortunate in that the folks at the “Coalition for Prisoners’ Rights Newsletter” located in Santa Fe, New Mexico, were concerned enough by word of my plight to conduct a little research which resulted in their sending me reprints of three articles dealing with: Electromagnetic, and Non-Ionizing Electromagnetic Radiation, and Radio Frequency Weapons–which were published by “U.S. News,” “The Nation” and “The Atlantic” back in March 1987. I received this information September 22, 1988, and thanks to those kind and conscientious people, I now have some idea of how such things are being done to me, and most importantly that such technology does exist.

These articles cover most of the mental and physical maladies I’ve been experiencing for the past eleven months, with one major exception, and I’ll hopefully be able to use this information to gain further insight as to what is going on, and to alleviate the hostilities being waged against me. You cannot imagine what it has been like confined to a cell 24 hours a day for almost a rear now, being brain blasted by high frequency impulses–no respite, no place to hide, and having not the lightest notion what was going on. All three of these articles, “U.S. News” in particular, describe dire consequences as a result of over exposure to various radiation and frequency hazards, and I’m now most apprehensive as to how eleven months of constant application, by whichever of these means it is being done, might be affecting my cell chemistry and vital organs.

I’m sure you’ll agree that I’ve stumbled headlong into the proverbial hornets nest, but what I have told you thus far is only the lull before the storm and is quite unremarkable in comparison to what comes next. What they proceeded to do to me from approximately the fifth month on is the exception I spoke of–and is so unimaginable and seemingly preposterous that its very ludicrousness is obviously one of their primary defense assets. Even though I have been living with this incredible phenomenon for months on end and have grown somewhat accustomed to what is being done, as well as having resigned myself to the inevitability that I have no escape from this torment as long as they choose to inflict it, I still find great difficulty in believing this can be reality. Getting an outsider to accept my allegations is going to be something else altogether, and that’s just what prison officials are counting on.

For the climax in this series of weird events, I began to hear voices in my ears. Voices that change pitch and timbre in contrast from being a cartoonish high and squeaky, descending through the octaves, including everything from sinister Darth Vadorish to basically normal characteristics. The reception of these voices into my inner ears is as vivid as though I were listening to a set of stereo headphones, and they are able to mix, match, and blend them in conjunction with the frequency tones creating a raucous cacophony of audio discord that disheartens the soul. Now for the clincher.

The various effects of this device have been progressively increased throughout this eleven-month onslaught, finally arriving at full potential with the end result being that I am now having my brain monitored by an omnipotent computerized mind reading or scanning machine of some sort. No hoax, no illusion to what I’m experiencing. These people have devised or acquired a specialized unit that reads absolutely everything–physical as well as mental functions, and are able to cause severe impairments and dysfunctions via this remote-control scanning device. I have no memory of having had anything of a physical nature done to me, but it has somehow been contrived to “wire” me up to where they have access to instant, and unerringly accurate comprehension of even my most fragmented and fleeting thoughts. They are attempting radical behavior modification and thought control by means of an incessant, round the clock monitoring of my brain–imposing the various punishments when my thinking or physical actions fail to conform to what they are demanding of me. Interesting concept, isn’t it? “Big Brother” and the “Thought Police” have most assuredly become reality.

This scheme of sleep deprivation, headaches, and audio torments is relentless and being used to break down my resistance and wear me to a mental frazzle, permitting no mental privacy, berating and picking my thoughts apart, and attacking my mind with an insidious tirade of sickening innuendo and threats. They are going into my subconscious, or memory bank, bringing forth unpleasant memories long ago forgotten, and I am being punished for past as well as present indiscretions. I can think of anything from the past–a friend or situation from 30 years ago for instance, and the voices will provide names and particulars. I have repeatedly tested and attempted to trick them on this. No way. They have better access to what’s in my head with this nefarious invention than I do. I can converse with my antagonists merely by thinking what I wish to say…. and I welcome you to the Twilight Zone!! How the hell is this being done?? They are using those frequency impulses to perpetrate some very vicious maltreatment on me. With the apparent ease of manipulating a keyboard, they can, with a flick of the switch, strip me of all energy and motivation to where I’m forced to lie on my bunk and stare at the wall like a-zombie. I’ve been left in this state for weeks at a time–literally chained to my bed without the actual use of physical restraints, having not the energy to walk back and forth in my cell even a few times. For almost the entire eleven months I have continuously been made to feel low down and chronically depressed. The effects of this device have been cancelled on several occasions, instantly returning me to my normal self, only to have the voices laugh and taunt, then reducing me to the former state of despondent misery and confusion after an all too brief reprieve. The most powerful of these frequency impulses is jokingly referred to as the “Death Ray” by guards, and is so potent it causes an intense physical sensation of having an electrical, or magnetic force field combined with a vibrating tuning fork in my head. Different parts of my brain are targeted by this thing, causing a variety of mental and physical reactions. Sometimes I can feel it at the base of my brain where it joins the spinal cord, other times up in the frontal lobes, and it is in fact comparable to a lobotomy, as it causes my brain to lock up and malfunction to where I cannot concentrate or spell simple words. It actually blurs my eyesight and fouls the air I expel from my lungs, giving it a metallic sulfurish taste and odor. It’s a God-awful feeling, I can tell you. They have, at times, assailed me with this “Death Ray” in bursts ranging from seconds to minutes, causing me to psychologically bounce up and down like a human yo-yo. Lobotomies may have been outlawed in the U.S.A., but they’ve sure found the perfect replacement, and I don’t see how this treatment can possibly be construed as anything other than torture.

It is inconceivable to me that the technology of this awesome device can be unique and possessed solely by the State of Utah, but I may very well be wrong. When I first entered the prison in May, 1986, one of the psychologists who conducted my initial classification interview inquired as to whether I had ever heard “voices.” That seems to be the key word around here. This question was posed almost a year before the “U.S. News” and other articles were published, which seems unlikely, as the proficiency of the apparatus I’m dealing with is sophisticated far beyond anything scientists had apparently imagined in use at that time. I, of course, didn’t attach any significance to the question of voices back then, but remember it well, and have since heard many references made to people hearing “voices” by both inmates and staff, which would indicate that these people were in possession of, and employing this technology at least that far back. This is what prompts me to wonder how they could have had such an innovative piece of equipment in use, operating with apparent perfection of technique, without the scientific and medical community in general being aware of it. Quite a puzzle.

In defense of both my sanity and the veracity of my allegations, I now relate part of a conversation I recently had with a prison paid, but supposedly independent and neutral paralegal advisor. He stated that he has received similar complaints from other inmates, but that nothing can be done for lack of evidence. He said that one inmate in particular has been placed on forced medication (Prolixin) because of his hearing “voices,” and unless I’m greatly mistaken, I believe his words carried an unofficial warning for me. At least two inmates that I know of have been badgered to the point of having attempted suicide as a result of this mental torment, and something stinks to the high heavens here! All of the staff, as well as a number of inmates, are aware of what is happening, so I can’t fathom how it can remain, or even at this time, be a kept and closed secret human nature being what it is. For the most part, I believe the other knowledgeable inmates are intimidated and cowed for fear of retaliation in the form of a mental torture routine such as I’m being subjected to should they complain. Threats of additional time being imposed by the Parole Board are also being used to coerce silence. Tough odds to buck.

Prison officials deny that they are perpetrating any such activities in response to formal inquiry but will grin and smugly indicate full awareness when no witnesses are present. “Yes, we are doing this to you, but no one will believe it, and you can do nothing to deter us.” This is the attitude they project, and they are engaging in a conspiracy of inmate experimentation and exploitation that defies description. The outside authorities who even made a pretense of investigating my allegations were told I’m a habitual trouble maker with a history of psychological problems, and that effectively frustrates my attempts to have this situation looked into right there. Who is to dispute the word of my law-abiding and honorable keepers? How to verify and impress upon investigators the honesty of my accusations? What concrete evidence do I have? Even a group of inmates alleging corresponding facts are subject to skepticism as prison officials will simply accuse them of collusion. I’m being deliberately isolated from the inmates who would collaborate my story, by the way–and legal organizations such as the A.C.L.U., due to lack of substantiated proof and the absurdity of this horror show, are hesitant to invest the time and effort necessary to determine what is actually taking place at the hands of these pious Mormon inquisitioners. I’ve seen them in action and they are possessed of exceptional finesse in their ability to conceal the true nature of matters and mislead outsiders with their upright and holier than thou pretentiousness. It has been eleven months of deception by prison officials, of nonstop elaborate harassments and vicious mind games, and I would surely like to know just what provocation I gave to warrant the infliction of such insane mistreatment. No rhyme or reason–nor justification–either legal or moral, to any of this. They are so very smug and secure in the belief that they cannot be brought to account for these blatantly illegal acts due to their well rehearsed methods of official denial, isolation, and absence of witnesses, bogus psychiatric evaluations, and of course, the fact that this mental torment is being accomplished by a faceless machine, operated by anonymous antagonists from an unknown location and distance. I overheard one guard boast that the tactics they’ve employed have been so extensive that no one would believe me anyway.

I was an Air Force brat, born in New Foundland and stubborn as a Missouri mule. I suppose I could capitulate and eventually get these people to cease and desist in this mental warfare, but I vehemently resent and object to this flagrant invasion of the sanctity of my mind and will be damned if I’ll just sit here and allow them to go unchallenged in this attempted programming and manipulation of my brain and personality as though I were an experimental laboratory animal. The judge sentenced me to serve an atonemental amount of time for my crime and said nothing of corporal punishments or mental torment and abuse when he passed judgment. It is plain enough why they went to such extremes to set me up for isolation and discredit my word. I have to shake my head in incredulous dismay when I picture the outrageousness of the circumstances I’ve been maneuvered into. I recently signed a release form and obtained, acting through the paralegal I previously mentioned, partial copies of both my administrative and medical prison files. I was denied access to all of this material and told to get a court order if I wished to see what was withheld. What I did see, however, was enough to convince me that I’m dealing with some highly unscrupulous people who will stop at nothing to protect their conspiracy. The chronological notes contained in these files bore a contrived and twisted mass of outright lies pertaining to alleged conversations between myself and both psychological and correctional staff. This deceit was expressly woven in harmony by the various contributors to detract from my credibility and make me appear unstable. There was, in fact, mention of obtaining a court order to force treatment on me (Prolixin?), and I find it very sad, and hard to believe, that this type of atrocious inhumanity is being practiced in this country in this day and age. Equally hard to understand is the fact that the state officials I have advised of this situation, including the Governor, Attorney General, State Senate, County Attorney, and Department of Corrections Personnel, all choose to ignore and make light of these allegations, even though there is strong indication of foul play due to the numerous individual complaints made by inmates at this institution. I even went so far as to challenge Warden Gerald Cook, and Gary Deland, who is the Executive Director of the Department of Corrections, to a $1500.00 wager as to the outcome of a polygraph test between myself and prison officials to determine who is speaking the truth. They have declined my invitation, of course, and I was threatened with the possibility of disciplinary action for my proposal of illicit gambling. This is a Mormon state, and there is a deep-rooted conspiracy going on which apparently encompasses most, if not all of the governmental structure. Can nothing be done?

It may very well prove impossible to bring legal action against these people for what they’re doing to me, but I fully intend to continue my pursuit of the answers–and shall endeavor to expose this malignant corruption for what it is. I firmly believe the truth must eventually surface.

Any consideration you can give this matter–either assisting me with information, suggesting responsible authorities from whom I might elicit assistance, or possibly forwarding this letter to someone who could cause investigation, and perhaps act to prevent further retaliation by these people, would be ever so greatly appreciated. This letter has been written in good faith, and I sincerely hope you will treat it as such. If nothing else, I ask that you at least accord me the courtesy of acknowledging receipt.

Five Reasons to Unplug the TV Now!

Commentators from all parts of the political spectrum are increasingly vocal about overwhelming public passivity in the face of far-reaching legislation, by both the Bush and the Obama administration, that strips Americans of important Constituional protections. I’m sure much of this passivity relates to Americans’ overall alienation from the political process – by the powerful corporations who fund elections and whose army of lobbyists drives most major legislation.

Nevertheless the corporate media also plays a significant role in reinforcing public passivity and apathy. This can be seen by a careful breakdown of specific ideological messages (also known as propaganda) that continually bombard the American public. These messages can be found in direct advertising, “news and information” reporting and the so-called “entertainment” content of TV, films, books magazines and newspapers.

The notion of using carefully crafted psychological messages to condition Americans’ thinking and behavior isn’t new. As Australian born psychologist Alex Carey has traced, it grew out of a decision by the National Association of Manufacturers decision in the 1930s to foster the development of a “public relations” industry. However over time the science and techniques employed have become increasingly sophisticated and new players – (predominantly right wing) think tanks and government (Pentagon and intelligence) agencies – have quietly entered the arena.

At present the “messages” Americans are bombarded with on a daily basis fall into five broad categories:

Category 1: Pro-war messages.

These are messages occurring repeatedly both in “news” reporting and both TV and film crime and spy dramas (both TV and film) which portray the US is under threat of imminent terrorist attack. This includes regular reporting that US intelligence, on the basis of secret information, has upgraded the US alert status from yellow to orange (high). Obama, like Bush, uses these messages to justify a continual escalation of the war in the Middle East and apparent plans for an imminent attack on Iran.

Category 2: Anti-civil liberties messages

There are fear-inspiring messages used to make Americans so fearful of imminent terrorist attack that they willingly surrender their own civil liberties to prevent it. Both Bush and Obama have used similar messages to convince the American public to surrender their right to habeas corpus (guarantees review by a judge whenever anyone is detained by law enforcement), their protection against warrant less search and seizure, government surveillance of phone conversations and emails, torture and extrajudicial assassination of so-called terrorists (unfortunately this could potentially include anyone who criticizes the government, as there is no burden to prove the victim’s guilt). These messages figure prominently in a raft of national news reporting and a raft of crime and espionage dramas that have dominated TV and movie entertainment in the past decade (24 and Without a Trace are good examples). It is common in similar programs (which often employ Pentagon consultants) to portray warrants and non-violent interrogation techniques as an “inconvenience” and a threat to public security. (As an aside the original Patriot Act was directed towards the growing anti-globalization movement and not towards towards Middle East terrorists.)

Category 3: Messages promoting fear of dark skinned people

Government propaganda aimed at minority scapegoats dates back to the Middle Ages and the systematic persecution of Jews in Europe – with Hitler’s “Final Solution” the most extreme example. It serves two main purposes – to deflect popular anger from a corporate elite (in Hitler’s case to conceal the German, British and US corporate backers who promoted his rise to power) and to promote distrust between various sections of the working class that might otherwise unite and rebel. Recent racist media messages largely take the form as anti-immigrant hysteria directed against Hispanic immigrants from Mexico (who are portrayed as welfare cheats and a threat to American jobs) and dark skinned people from Middle East and Asia (who are portrayed as potential terrorists). However there continues to be a disproportionate portrayal of African Americans as angry, violent and criminally inclined, both in unbalanced news reporting and racial stereotypes in TV and film entertainment.

Category 4: Messages promoting US exceptionalism (the belief that that US has the fairest, most democratic and most open political system in the world)

The media carefully conceal corporate interference with elections and the legislative process (all the perks – gifts, meals, cocktail parties, free trips and free use of corporate aircrafts – corporate lobbyists dispense as an inducement for favourable legislation). They also systematically concealed the massive electoral fraud which occurred in the 2000 and 2004 presidential elections.

Category 5: Messages encouraging ordinary people to disengage from the political process because it’s too complicated and too corrupt

(Yes, the government and the public relations industry deliberately portray politics as corrupt to persuade the public to stay out of it). This message is driven in part by the name, blame and shame focus that dominates political reporting – Americans are most likely to hear their lawmakers mentioned in the mainstream media as a result of immoral, illegal or unethical contact. However this message is mainly driven home via distraction – by making other aspects of modern life (such as Tiger Wood’s infidelity) vastly more prominent than demanding a voice in whether the US gives two trillion dollars in bail outs to banks or engages in an unwinnable war with Iraq, Afghanistan, Pakistan and Iran.

The NSA’s mission and the NSA’s domestic Intelligence operation.

Communications Intelligence (COMINT)

Blanket coverage of all electronic communication in the U.S. and the world to ensure national security. The NSA at Ft. Meade, Maryland has had the most advanced computers in the world since the early 1960’s. NSA technology is developed and implemented in secret from private corporations, academia, and the general public.

Signals Intelligence (SIGINT)

The Signals Intelligence mission of the NSA has evolved into a program of decoding EMF waves in the environment for wirelessly tapping into computers and tracking persons with the electrical currents in their bodies. Signals Intelligence is based on the fact that everything in the environment with an electric current in it has a magnetic flux around it which gives off EMF waves. The NSA/DoD has developed proprietary advanced digital equipment which can remotely analyze all objects whether man-made or organic that have electrical activity.

Domestic Intelligence (DOMINT)

The NSA has records on all U.S. citizens. The NSA gathers information on U.S. citizens who might be of interest to any of the over 50,000 NSA agents (HUMINT). These agents are authorized by executive order to spy on anyone. The NSA has a permanent National Security Anti-Terrorist surveillance network in place. This surveillance network is completely disguised and hidden from the public.
Tracking individuals in the U.S. is easily and cost-effectively implemented with the NSA’s electronic surveillance network. This network (DOMINT) covers the entire U.S., involves tens of thousands of NSA personnel, and tracks millions of persons simultaneously. Cost effective implementation of operations is assured by NSA computer technology designed to minimize operations costs.

NSA personnel serve in Quasi-public positions in their communities and run cover businesses and legitimate businesses that can inform the intelligence community of persons they would want to track. N.S.A. personnel in the community usually have cover identities such as social workers, lawyers and business owners.

NSA personnel can control the lives of hundreds of thousands of individuals in the U.S. by using the NSA’s domestic intelligence network and cover businesses. The operations independently run by them can sometimes go beyond the bounds of law. Long-term control and sabotage of tens of thousands of unwitting citizens by NSA operatives is likely to happen. NSA Domint has the ability to covertly assassinate U.S. citizens or run covert psychological control operations to cause subjects to be diagnosed with ill mental health.

NSA’s domestic electronic surveillance network

As of the early 1960’s the most advanced computers in the world were at the NSA, Ft. Meade. Research breakthroughs with these computers were kept for the NSA. At the present time the NSA has nanotechnology computers that are 15 years ahead of present computer technology.

The NSA obtains blanket coverage of information in the U.S. by using advanced computers that use artificial intelligence to screen all communications, irregardless of medium, for key words that should be brought to the attention of NSA agents/cryptologists. These computers monitor all communications at the transmitting and receiving ends. This blanket coverage of the U.S. is a result of the NSA’s Signals Intelligence (SIGINT) mission.

The NSA’s electronic surveillance network is based on a cellular arrangement of devices that can monitor the entire EMF spectrum. This equipment was developed, implemented, and kept secret in the same manner as other electronic warfare programs.

With this technology NSA personnel can non-obtrusively tap into any communication device in existence. This includes computers, telephones, radio and video-based devices, printers, car electronics, and even the minute electrical fields in humans (for tracking individuals).
Signals Intelligence Remote Computer Tampering

The NSA keeps track of all PCs and other computers sold in the U.S. This is an integral part of the Domestic Intelligence network.

The NSA’s EMF equipment can tune in RF emissions from personal computer circuit boards (while filtering out emissions from monitors and power supplies). The RF emission from PC circuit boards contains digital information in the PC. Coded RF waves from the NSA’s equipment can resonate PC circuits and change data in the PC’s. Thus the NSA can gain wireless modem-style entry into any computer in the country for surveillance or anti-terrorist electronic warfare.

Radio and Television signals can be substituted at the receiving end with special EMF equipment. Replacing signals in Radios and Televisions is another outgrowth of the NSA’s Signals Intelligence (SIGINT) mission.
Detecting EMF Fields in Humans for Surveillance.

A subject’s bioelectric field can be remotely detected, so subjects can be monitored anywhere they are. With special EMF equipment NSA cryptologists can remotely read evoked potentials (from EEGs). These can be decoded into a person’s brain-states and thoughts. The subject is then perfectly monitored from a distance.

NSA personnel can dial up any individual in the country on the Signals lntelligence EMF scanning network and the NSA’s computers will then pinpoint and track that person 24 hours-a-day. The NSA can pick out and track anyone in the U.S.

NSA Signals Intelligence Use of EMF Brain Stimulation

NSA Signals Intelligence uses EMF Brain Stimulation for Remote Neural Monitoring (RNM) and Electronic Brain Link (EBL). EMF Brain Stimulation has been in development since the MKUltra program of the early 1950’s, which included neurological research into “radiation” (non-ionizing EMF) and bioelectric research and development. The resulting secret technology is categorized at the National Security Archives as “Radiation Intelligence,” defined as “information from unintentionally emanated electromagnetic waves in the environment, not including radioactivity or nuclear detonation.”

Signals Intelligence implemented and kept this technology secret in the same manner as other electronic warfare programs of the U.S. government. The NSA monitors available information about this technology and withholds scientific research from the public. There are also international intelligence agency agreements to keep this technology secret.

The NSA has proprietary electronic equipment that analyzes electrical activity in humans from a distance. NSA computer-generated brain mapping can continuously monitor all the electrical activity in die brain continuously. The NSA records aid decodes individual brain maps (of hundreds of thousands of persons) for national security purposes. EMF Brain Stimulation is also secretly used by the military for Brain-to-computer link. (In military fighter aircraft, for example.)

For electronic surveillance purposes electrical activity in the speech center of the brain can be translated into the subject’s verbal thoughts. RNM can send encoded signals to the brain’s auditory cortex thus allowing audio communication direct to the brain (bypassing the ears). NSA operatives can use this to covertly debilitate subjects by simulating auditory hallucinations characteristic of paranoid schizophrenia.

Without any contact with the subject, Remote Neural Monitoring can map out electrical activity from the visual cortex of a subject’s brain and show images from the subject’s brain on a video monitor. NSA operatives see what the surveillance subject’s eyes are seeing. Visual memory can also be seen. RNM can send images direct to the visual cortex. bypassing the eyes and optic nerves. NSA operatives can use this to surreptitiously put images in a surveillance subject’s brain while they are in R.E.M. sleep for brain-programming purposes.

Capabilities of NSA operatives using RNM

There has been a Signals Intelligence network in the U.S. since the 1940’s. The NSA, Ft. Meade has in place a vast two-way wireless RNM system which is used to track subjects and non-invasively monitor audio-visual information in their brain. This is all done with no physical contact with the subject. RNM is the ultimate method of surveillance and domestic intelligence. Speech and 3D sound, and subliminal audio can be sent to the auditory cortex of the subject’s brain (bypassing the ears) and images can be sent into the visual cortex. RNM can alter a subject’s perceptions, moods, and motor control.

Speech cortex/auditory cortex link has become the ultimate communications system for the intelligence community. RNM allows for a complete audio-visual brain-to-brain link or brain-to-computer link.

National Security Agency Signals Intelligence
Electronic Brain Link Technology

NSA SigInt can remotely detect, identify and monitor a person’s bioelectric fields.

The NSA’s Signals Intelligence has the proprietary ability to remotely and non-invasively monitor information in the human brain by digitally decoding the evoked potentials in the 30-50 hz, .5 milliwatt electro-magnetic emissions from the brain.

Neuronal activity in the brain creates a shifting electrical pattern that has a shifting magnetic flux. This magnetic flux puts out a constant 30-50 hz, .5 milliwatt electromagnetic (EMF) wave. Contained in the electromagnetic emission from the brain are spikes and patterns called “evoked potentials.”

Every thought, reaction, motor command, auditory event, and visual image in the brain has a corresponding “evoked potential” or set of “evoked potentials.” The EMF emission from the brain can be decoded into the current thoughts, images and sounds in the subject’s brain.

NSA SigInt uses EMF-transmitted Brain Stimulation as a communications system to transmit information (as well as nervous system messages) to intelligence agents and also to transmit to the brains of covert operations subjects (on a non-perceptible level).

EMF Brain Stimulation works by sending a complexly coded and pulsed electromagnetic signal to trigger evoked potentials (events) in the brain, thereby forming sound and visual images in the brain’s neural circuits. EMF Brain Stimulation can also change a person’s brain-states and affect motor control.

Two-way Electronic Brain-Link is done by remotely monitoring neural audio-visual information while transmitting sound to the auditory cortex (bypassing the ears) and transmitting faint images to the visual cortex (bypassing the optic nerves and eyes, the images appear as floating 2-D screens in the brain).

Two-Way Electronic Brain Link has become the ultimate communications system for CIA/NSA personnel. Remote Neural Monitoring (RNM, remotely monitoring bioelectric information in the human brain) has become the ultimate surveillance system. It is used by a limited number of agents in the U.S. Intelligence Community.

RNM requires decoding the resonance frequency of each specific brain area. That frequency is then modulated in order to impose information in That specific brain area. The frequency to which the various brain areas respond varies from 3 Hz to 50 Hz. Only NSA Signals Intelligence modulates signals in this frequency band.

This modulated information can be put into the brain at varying intensities from subliminal to perceptible.

Each person’s brain has a unique set of bioelectric resonance/entrainment frequencies. Sending audio information to a person’s brain at the frequency of another person’s auditory cortex would result in that audio information not being perceived.

The Plaintiff learned of RNM by being in two-way RNM contact with the Kinnecome group at the NSA, Ft. Meade. They used RNM 3D sound direct to the brain to harass the Plaintiff from 10/90 to 5/91. As of 5/91 they have had two-way RNM communications with the Plaintiff and have used RNM to attempt to incapacitate the Plaintiff and hinder the Plaintiff from going to authorities about their activities against the Plaintiff in the last twelve years.

The Kinnecome group has about 100 persons working 24-hours-a-day at Ft Meade. They have also brain-tapped persons the Plaintiff is in contact with to keep the Plaintiff isolated. This is the first time ever that a private citizen has been harassed with RNM and has been able to bring a lawsuit against NSA personnel misusing this intelligence operations method.

A system for inexpensive implementation of these operations allows for thousands of persons in every community to be spied on constantly by the NSA.
Remote RNM Devices

Chemicals and Drugs into Residential Buildings with hidden NSA-lnstalled and maintained plastic plumbing lines.

a) The NSA has kits for running lines into residential tap water and air ducts of subjects for the delivery of drugs (such as sleeping gas or brainwashing aiding drugs). This is an outgrowth of CIA pharmapsychology.
